97 taurus will not star in cold weather

I have a brand new battery and spark plugs and my 97 E85 Taurus will not start in cold weather even when I had AAA jump it can anyone help me with Ideas on how to solve this problem I have already had it in the shop 2x this month

    The Engine Acuators & Sensors All Have a "BASE" Setting for cold Start, Witch in Basicly Full RICH Setting. Rich=MORE FUEL and "LEAN"=Less. You Did not say or may I ask if this "SHOP" found ANY Trouble Codes? if so What Are they ? check Engine Light EVER Iluminate while Running ??? Any Repairs Performed on the 2 Past Visits at "SHOP" ? I Want to help you but Need This type of INFO from you. Thanx,,,,,,,RejakWilson

I had this problem with my 98 taurus i tried jumping it wouldn't start, mine was the fuel pump check.

test the battery when cold as it could have a problem only when very cold, what condition is the plugs in and the ignition system which can cause a problem.

That product wasn't even thought of or
available until a few years ago
The is 85% Alcohol & will ruin your entire fuel system

Anything done to car, or happened recently that might affect this?
If starter fluid doesn't work, and starter is cranking normally (too fast may point to a timing belt broke, too slow may mean battery run down and not producing sufficient spark), there's still a problem in your ignition. Pull a sparkplug or two. After cranking a little they should be wet with gas. Check for compression while a plug is out: hold your finger over plug hole when cranking. You should feel pressure buildup and release over and over as long as cranking.
A properly timed engine needs spark, fuel, and compression to start. Keep reviewing your procedure. Something is not right.
You may want to have the computer scanned for possible trouble codes. Check plug wires for proper routing. Were plugs gapped right?

Have you changed the spark plugs lately? Usually hard starting in cold conditions is caused by worn spark plugs.

a faulty coolant temperature sensor could be at fault. if its telling the computer the engine is hot when its actually cold, it can cause performance problems. when the sensor tells the computer its cold, it richens the fuel mixture. once the car warms up, it leans the mixture out. if the mixture is too lean at startup, it will run poorly
