It has plumbing running from the releif valve and also the cold water line running to a drain that leads outside, this drain has a constant drip of cold water

If your water heater is 10 years old or more, it's much better to replace the entire thing before you start having additional problems with it. You MAY be able to drain your water heater and replace the valve with something more reliable, but, as I've said... if your water heater is old, this is just the 1st thing to go wrong. If you are reffering to the drain valve at the bottom of the hot water tank. It may be leaking due to the O ring being cracked or worn out. You can either drain the tank and replace the valve or you can buy a hosebib brass cap and thread it on the existing valve. There is no cause for alarm when doing this as this valve is just to drain the tank when replacing your hot water heater

The T & P valve is connected to the drain and it may be bad causing it to drip. You could try lifting the lever and then closing it back on it to see if it will seal. Also check the thermostat for heat setting, but than likely it is going bad.
It is a pressure relief valve and normally last about 5 years or more before they need to be replaced. The purpose of this valve is to protect heater from building up pressure and protecting the home, It releases water once the heater reachs beyond the limit of the valve can handle.
It is a standard 3/4" thread and can be removed with a pipe wrench. Just turn power, water off and drain water down to just below where the drain is.
Lowes or Home depot shoul dhave one just ask for a pressure relief vakve for a Hot Water Heater. prices range around $15.00.

i have tried lifting the lever on the relief valve did nt fix it was wondering if it could be the vacume valve on the fill line and if i replace these valves will it void the warranty on it thanks for any help
