No 14vac coming from generator to control board.--cause can be regulator board on end of generator---dirty brushes or worn out brushes==b1 and b2 winding open that outputs the 14vac--my problem was blown regulator board

The control board needs to sense a voltage coming of stator windings to complete the run circuit or else it will shut down. Check the stator and rotor windings for resistance and shorts
there are some magnets behind the flywheel to cause the battery charging system to recharge the batt. sometimes they come unbonded/loose from the flywheel and cause the engine to become hard to turn. I would start there first.
Are you running the gen and plugging in the RV at the same time? I assume it is wired right and you have a transfer switch? Are you saying the voltage is fine when the RV isn't plugged in?
i used to work at a repair shop for kohler 98 bucks an hour to check it out. and for them to repair who knows?. i would do my best if not in a hurry to figure it out on my own. you can purchsae a service manual and stick with your basics; spark gas, and from there go deeper.
