Picture will not appear on desktop
If you are unable to change or display the wallpaper of your Windows 7 or Vista desktop, try this : HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes\
(1) Open Control Panel > Ease of Access Center > Make the computer easier to see.
Ensure that Remove background images (where available) is unchecked.
Save, Apply, Exit.
This should help !
(2) If it doesnt, try this:
Run regedit and navigate to the following key:
Then right click on Policies > New > KEY > name it as "ActiveDesktop".
Next in RHS, rt click > New > DWORD > name it as "NoChangingWallPaper" .
The DWORD value 1 will restrict change in desktop wallpaper. To allow change give it value as 0.
Reboot.
(3) If it still doesnt work, maybe your TranscodedWallpaper.jpg file has become corrupted.
Open explorer and type the following in the adress bar and hit Enter:
Here, rename TranscodedWallpaper.jpg to TranscodedWallpaper.old.
Next, double-click slideshow.ini file to open it with Notepad. Empty its contents. That is, select all the text and delete it. Save the changes. Close explorer windows.

or a browse button where you can select different pictures this may vary depending on your operating system
also you can change the settings for more or less pixels or from the drop down list pick the appropriate level of colour range or troubleshoot also select advanced then general dpi
normal size, larger size or custom settings
always click APPLY after making any changes

Click Window Colour and Appearance.
Under Window Colour and Appearance, click the colour you want, and then click OK.

If you see the Appearance Settings dialog box instead of the Window Colour and Appearance

Open Desktop Background by clicking the Start button , clicking Control Panel, clicking Appearance and Personalization, clicking Personalization, and then clicking Desktop Background.
Click the picture or color you want for your desktop background.
If the picture you want to use is not in the list of desktop background pictures, click the Picture location down arrow to view other categories, or click Browse to search for the picture on your computer. When you find the picture you want, double-click it. It will become your desktop background and appear in the list of desktop backgrounds.
Look for pictures in other locations on your computer
Under How should the picture be positioned, choose to have the picture fit the screen, tile, or be centered on the screen, and then click OK.
If you choose to have a centered picture as your desktop background, you can also have a color background to frame your picture. Under How should the picture be positioned, click Change background color, click a color, and then click OK.
Windows 7 Starter edition comes with one desktop background, which can't be changed or customized. Please see this link for details.

or if on XP on the desktop right click got to properties select settings and adjust the slider
You can right click on the picture itself and select "set as Desktop background"

Click on the Start menu button. Then click on Settings and then on Control Panel.
Double-click on the Display icon or text link. This will open a window named Display Properties.
Click on Background if that tab is not selected. Click on one of the items that appear in the box labeled Wallpaper.
Inspect the preview that appears above the Wallpaper menubox. Use the Display menu to the right to experiment with tiling, stretching or centering the picture that you are previewing.
Click on Browse to use an image stored elsewhere on your hard drive. Locate the image and click Open.
Click OK to change your background, or wallpaper. Click Cancel if you decide to maintain your current settings.
