Heater is 4yrs old. never had a problem until yesterday. turn it on, coils heat up and then heater starts. within 30 seconds it turns off and then turns on and continues to do that. numbers in front fade in and out. cleaned filter, checked heating element on back and even moved to different outlet. I turn heater off and it continues to run blowing cold air for half hour. only way to stop it is by unplugging it.

Based on the limited info.I have, it sounds like the heating element is not getting power. suggest visually inspecting the switch and thermostat for burnt wires. Also check the heating element for broken electrode.

Unless you want a new house, stop using that heater immediately. There are severe internal electric problems with your heater. Since it's already 3 years old, I'm not sure it's worth trying to repair. With what you described, I'm surprised it didn't trip one of you circuit breakers.
Be safe, Don't continue to try to use this heater.
