I have Videocon 32" LCD( VDL32HBA-FLA ) which got screen blank with vertical / horizontal lines and no osd menu

The picture shouldbe free of vertical or horizontal lines.

1. If the lines are present on the TV screen, press the SMARTbutton. on the remote control and select Settings> SUPPORT > Picture Test.
2. This menu will appear on the test picture. Select whichoption best describes the result you have.

The monitor is bad if fails on 2 PCs does it.
no PC at all, does the OSD menu work and no lines?
if yes lines , monitor is bad.
the OSD menu has reset so try that?

I suspect you have your setup in HD and you are getting the widescreen version which fills the screen horizontally but not vertically. Play with the settings menu items until you get the image you like.

The OSD can be enabled or disabled by pressing and holding the Menu button on the front panel for 10 seconds. If the OSD is locked, the warning message OSD Lock displays for ten seconds.

* If the OSD is locked, press and hold the Menu button for 10 seconds to unlock the OSD.

I have a Vizio, I am able to go menu>set-up>picture. In that mode I have vertical & horizontal adjustments that fix that problem. Maybe you have similar choices in your menu.

this we call vertical problem need to resolder vertical ic or to check on vertical side is there 24vdc supply is coming to ic

Both sound like bad LCD panels. The following must be answered to confirm this:
Do the lines appear on all inputs/all signal sources?
Can they be seen in the OSD/menu?
If yes to both questions, it is likely that the LCD panel is bad

sometimes I encounter vertical lines below..... when i tap the sides it clears for a time being  but after a few moment again appears
