Best solution is to download the ORIGINAL INSTRUCTIONS MANUAL directly from SEIKO's main website:

japgap has it pretty much right .... Start by pressing the Mode Key. It should change the mode (probably to stopwatch first on first press, alarm if Mode Key is pressed again, then time if pressed a third time). (NOTE: pressing the Mode Key to get action isn't about the length of time pressing the key, its about getting a "connection" when pressing!!! The sport watch doesn't have the greatest quality construction so a simple press does not always make a connection).
Once in the time mode, the seconds will be blinking, press the Reset Key to move to minutes and Start Key to advance the minutes, then Reset Key to move to hours and Start key to advance the hours. Mode Key to get back to regular operation.
SOURCE: seconds hand not moving
The roles haven't been reversed. The seconds hand for normal timekeeping is the small one and the chronograph timer seconds hand is the large one. The reason for that is that it is much easier to determine the precise second with the larger hand. It working exactly as it should. If you like having the large second hand moving all the time you will not hurt the watch by leaving it running. All chronographs work this way. Nice watch - wear it well!
