All functions operate normally except the machine will not agitate.

The agitator is driven by a couple of different methods. The first is the agitator is splined and slips onto the matching splines of the agitator shaft from the transmission. The second is the use of a bell coupling which is splined to the agitator shaft as well and the agitator snaps onto the coupling. If the agitator does not agitate, first remove the agitator and watch the agitator shaft to see if it is working properly. This wil require a small load setting of water and the machine set to run. If the agitator shaft is working properly, it is either the splines on the agitator or the bell coupling that is defective. If the agitator shaft does not work properly, the problem is in the transmission.

if it agitates correctly,then its likely your lid safety switch, agitate and spin cycles are reversed by the motor during the cycles of agitate and spin,some units are wired to not operate on either agitate or spin,but some will operate on agitate with the lid open,but not on spin,open control panel and bypass the lid switch and this will tell you before you tear out the direct drive pump,motor and get to the d.d. coupler at the transmission

Unfortunately, that sounds like a transmission issue. Power is getting to the trans, or it wouldn't spin, but the other part of the trans that causes agitation is broken.

If The washer won't agitate
Check to make sure no clothing got wrapped around the agitator. Check the lid switch, timer, and drive belt, other potential causes, such as a bad transmission or bad agitate/spin solenoid, but they are much more involved.
if the washer won't spin, the lid switch, timer, drive belt, transmission, or agitate/spin solenoid could be the cause here as well. Sometimes if the load is unbalanced or too heavy, the washer won't spin. Take some of the clothes out and try the spin cycle again with a lighter load.

Here are the steps to replace the agitator.
1: Take the fabric softener dispenser off and pry off the agitator lid.
2: Use a socket wrench with an extension bar to remove the stud and seal.
3: Remove the agitator top and bottom.
4: Check the agitator clutch assembly (located in the agitator top) for excessive wear.
5: To replace, just reverse the directions.

Agitator free spins

Remove the top cap on the agitator and see if the bolt has come loose. If it is not there, the agitator will come loose from the gear case shaft and free spin.

Spin cycle with agitation motion occurring simultaneously

I believe the dampness is due to slow spin speed as you also have concluded. And I suspect that partial winding of the motor is the culprit. Hence, replacement is in order.

As to your concern why the agitator also operate during the spin setting, it could possibly be stuck or locked agitator dogs. Agitator dogs function is better explained here by another FixYa member, jsrock516.
