SOURCE: lHave a Lutron DV 600P single pole incandescent

The dimmer is worn out

Wall switches and dimmers don't come apart for repairs >> nobody sells parts >> and the wiring didn't suddenly go bad.

SOURCE: After instalation of 600w lutron

This, unfortuantely, is one of the usual challenges associated with dimming. The buzzing usually gets worse at around the 1/2 light level point. I don't think the issue has to do with whether the lamp is halogen, but rather how the lamp is physically constructed - and that differs from manufacturer to manufacturer. Long story short, I would take note of the lamps you purchased, and when replaced, I would opt for a different manufacturer.

WHEN DIMMING IN MINIMUM POSITION THE LIGHTS START BLINKING

Which dimmer do you have. So I can look up the manual.
Are you using a fan dimmer, or light dimmer?
Does the dimmer feel warm to touch? or hot?
What does the dimmer control? Incandescent? Fluorescent?
How many total watts are being dimmed?
Is this a new dimmer or old dimmer that started having a problem?

I have two black wires in box attached to regular light switch & want to know if I can install a Skylark S-603PG single pole dimmer switch which has one black , one red&white, red and green wires

This is single-pole -or- 3-way dimmer
Manual shows on following link:
http://www.lutron.com/TechnicalDocumentLibrary/0301107A.pdf

1) Manual says: The red/white wire is not used in a single-pole application. Twist a wire
nut over this wire for a single-pole application.
2) Green wire connects to bare ground wire. Or bare ground to bare ground.
3) Connect dimmer-red and dimmer-black to either insulated wire that came off of old switch

Lutron Maestro IR shows several model numbers:

You posted under MIR600 single pole digital fade dimmer for incandescent and halogen.
Installation manual:
http://www.lutron.com/TechnicalDocumentLibrary/030864b.pdf
If this is not your dimmer, then add a comment with exact model number so I can read that manual and look for trouble spots.

The manual does not say 'Fan'
It appears this dimmer is for incandescent and Halogen lights.
Manual gives Lutron 24hr/7day tech support number 1-800-523-9466

I have a Lutron Maestro MAW-600 switch connected to 2 pendant lights and the 2 pendant lights bulbs blew. I replaced the bulbs but the lights still do not come on. The Lutron switch flashes green rapidly...

You said pendant lights blew out.
How many total watts were those lights?
Did you remove aluminum break-away fins on side of device to match wattage?

Front indicator can be pulled out to cut power to circuit.
This is called FASS switch.
Try pulling out FASS switch and then pushing it back to see if it re-sets device.
Click breaker on-off to see if it resets device.
You replaced a single-pole switch that has two wires plug ground wire.
Each wire from switch goes to either screw on MAW-600 so it's hard to go wrong there.
Bare copper goes to green ground screw.
Otherwise, it looks like tech support is next step: 1800-523-9466

The on-off switch for the dimmer is "loose" and does not turn the light on anymore.

There are no repair parts for in-wall electrical devices.
When they go dad you buy another.
Lowes and Home Depot carry inexpensive dimmers.
Look for 3 things:
1) Wattage: most off-the-shelf dimmers are 500-1000Watts. Add up total wattage.
2) If you are dimming incandescent bulbs, dimmer package will say tungsten or incandescent.
Package will say florescent if dimmer also works for florescent bulbs.
3) If dimmer is 3-way, with a dimmer on either end of a room, many times the dimmers are sold as a package of 2 dimmers with 1 dimmer that controls the other dimmer.

I have 3 hanging kitchen lights over the sink on the Lutron dimmer - 2 issues - The lights dim all by themselves and know one of the pendent lights is always burining the bulb out within a few weeks of use...

To separate any wiring problem from dimmer problems, temporarily replace the dimmer with a regular switch. Use it that way for few weeks if necessary. If it works normally with the switch, you need a new dimmer.

Lutron skylark s-10p 1000w dimmer. why is one

This video from the Lutron site shows the Diva switch but it is the video for the Skylark single pole switch also. It makes no mention of one wire being a larger gauge and does not differentiate which wire connects to line power and which to load. I do not think the wire gauge makes any difference.
