try going into settings then into system settings and click on restore default settings. that could work for your problem. you will have to put ur background back on again if u changed it and retype your internet security settings.
SOURCE: ps3 freezes at startup screen/ green red dots/lines,
Turn off the PS3 with the switch on the back, then turn back on. wait till the light is solid red then hold your finger on the start button for abount 10 seconds until you hear it beep twice.
It will then ask you to connect a controller via the usb cable and press the PS button. Once you do this it will bring up the reset menu.
Unfortunately the only way I found that solves this is a full system restore that wipes the hard drive completely.
You do however retain and data saved online such as COD stats etc and playstation store purchases with your PSN.
Hope this helps??

if its M33 custom firmware, goto the Recovery menu. (power it off fully. turn it on, and hold the R button until it appears.)
goto Advanced > Advanced configuration > and enable Execute Boot.bin in UMB/ISO
save that setting, exit out, and now test your game.
i get that same error sometimes. changing that toggled setting fixes it for me. but this only works on M33 custom firmware unfortunately.
downloading and installing custom firmware is another whole post worth though.
