Unfortunately, it actually may be true that the watch is functioning properly.
A self-winding watch that keeps running down can be an early symptom of Parkinson's disease.

SOURCE: Manual for Smash Brand Watch 05-0407
You need to reset your watch completely and to do that, you have to start from battery.
Extract watch battery completely and leave your watch without energy supply for an hour. This will erase any data kept in watch memory.
Then put the battery back in watch exactly the way it was and reset your watch using your manual.
Unfortunately I can't help with manual as the original is the best you can get.

SOURCE: red hand for dual timezone
If your watch has mechanical- self winding movement, then ALL the gears, hands and functions are mechanically driven and executed. None of the hands can be winded, as the movement of the hands is the consequence of the releasing power of the winded mainspring. All hands (including dual time zone hand) can be udjusted only to the required time and the rest is done automatically by the gears, cogs and levers.
If the dual time zone hand is not functioning properly- there is some mechanical fault and you will have to get the watchmakers help to sort it out.
