Fm radio won't work

The instructions for tuning the FM radio feature are on pages 22-23. You can have the radio scan for available stations, or you can do a manual search .01khz at a time. Once you have found a station, you can save the location.

Here is the link to motorola customer support in Puerto Rico https://www.motorola.com/pr/feedback.jsp They should be able to tell you where you can get your radio programmed, and what programming is permitted in PR. We have discussed your dilemma. Check your audio jack hole to be certain nothing is still in the hole. Check to see you have the VOX setting turned to a normal or off setting. Typically the radio will shut off the front speaker when an audio device is plugged into the jack. If the radio senses the device, or a small piece of the plug is stuck in the jack, or the jack is damaged, it will shut off the front speaker.
Since you can hear when using the headphone, it is apparent you have the radios programmed to the same frequency and code settings. This leads us to believe it is not a programming issue, short of the VOX feature, or mic gain. You might double check these settings.

The T6310 is a disposable radio. Assuming the programming is correct, and matching on each of your radios, and you are using good batteries, there is nothing which can be done to correct the problem. We would however, suggest you double check your programming, and also the age of your batteries.
Sidenote: Rechargeable batteries only last 18-24 months before they begin to fail. Signs of failure can include, but are not limited to, poor transmit, intermittent transmit, white noise, squelching sounds. It takes more energy to transmit than to receive, so your transmit would be the first to go.

For commecial Motorola and Icom radios you will need the programming software and cables to change the operating frequencies. And, of course the radios must be able to work on the same bands.
The simple answer to your question is no it can't be done.
If you're talking about the hand-held portable radios for the family radio service. You should be able to look up the operaters manuals on line and they will tell you how to program the radios.

The radio is easy to disassemble and has no hidden surprises, but I doubt you're going to like what you see once you get it apart. The large screws that are very visible on the outside hold both halves of the outside to the thick radio chasey and mother board.
Your volume problem is typical for older T6400s, and is caused by the speaker binding internally. Motorola does not sell the speaker separately and it is built into the case so you can't really just un-hook it and install a new one in it's place.
That's a shame, they are great radios.
