If it just make tick sounds, but does not power up and does not do its normal startup, it probally the power supply board on this printer has failed. This printer like most modern electrical appliances has a switching power supply. The ticking sound is the power supply trying to start, but it senses a fault and shuts down and tries to restart.
I had a similar problem with my printer, though it not the same model (CLX-3160) but the same manufacturer Samsung. I took mine appart and found that one of the capacitors on the power supply had failed. It was blown and the top of the capacitor popped open. I am not saying this is your problem but it would be the first thing I would check if you want to get this fixed. Otherwise, look for a new printer.
The power supply of your printer are damage due to the brief power output during the thunderstorm. Just check the fuse inside of the power supply of the printer if they have some burned or else use the Multi Tester to identify that the fuse are damage or needed for replacement.
Try to unplug then plug in the power cords if not working im sure your current supply will be lost. due to the current supply in your area or lost connection of your power supply.

Just go to any office supply or radio shack or computer store and tell them the make and model and they will get you a replacement for between $ 10.00 and 60.00 depending on if it has the power supply as part of the cord.
