There are no lights on the chair and only a red light on the charger
Without the charger the batteries would go dead. You could put a voltmeter across the batteries and you should read more than 28 VDC while charging.
.There is a Yeloow Green LED beside the red one. When you plug in the charger you should hear the relays click, and the LED turns ORANGE. The charger is a blue box, located under the cover in the back lower part of the chair. You can remove it if you remove the AC socket but advice not doing that. Look at the LEDS and it should turn green when the battery is fully charged. It it turns yellow that indicates an electrical wiring problem, and you need to have a technician service it

Battery meters on power chairs are seldom accurate. The controller is calibrated at teh factory using 90-100% fresh new batteries. AS the batteries age,. the controller is supposed to track it but I find most times, once the meter dips below the halfway mark, your in trouble. That being said our Hoveround was still running with limited power right up to when the meter was rapidly flashing only 1 bar, and about to shut off. However if you power off the chair and power back on, you will almost immediately gain a few bars. You must charge them back up as soon as you can once the batteries have reached this stage. however allow them to cool for 1/2 hour before attempting to charge overnight. Most power chair chargers will never overcharge, but you dont want to rapidly charge a nearly dead battery without allowing it to cool down a little. It would be cool if manufactureres were to place the LED from the charger in or on the joystick so the owner can actually see if it had completed the charging. At least with our hoveround the charger has a fan, to cool the charger and I know that when the fan is not running it has completed the charge cycle. Thats a major plus in my book.
If your ion Ebay you can purchase from China a cigarette lighter plug in volt meter. If your handy with a soldering iron, you can wire it up to across your batteries, it will read up to 50 volts DC and you could probably mount it (be sure to add a couple of fuses) someplace handy on the chair to give you a visual indication of power. I plan to hook mine into the charger plug so it wont drain on the batteries when the chair is sitting idle.
Ebay also sells lighter sockets with attached large clip kleads. You could attach crimped or soldered terminals and attach those to your batteries. Then you can mount that and waterproof it inside of a Ziplock freezer bag, so you can remove it when not needed and plug it in to monitor your battery charging voltages.

You don't do load tests on deep-cycle batteries, unlike car batteries. Car batt's are measured in cold cranking amps, deep cycle are in amp-hours. The best way to test is to drive the chair (which loads it), and see how long it runs. It should take you a good five miles and still be in the green. If not, time for new batts.
