I'm guessing the phone is 8 years old and you spilled something into the keystrip.
Start by unplugging it to see if it resets. Then, look for a mechanical failure (sticky buttons, broken buttons, etc.). Some alcohol and a Q-Tip will clean the buttons, or carefully take the phone apart and wash out the housing.
Last, but not least, any of the new 7730/31/35/36 phones will replace that set.

It's easy to brush past the Preferred Line Assignment command as it's just 11 :-). From the phone, press PROGRAM 99 and dial 1 and press INTERCOM and STORE. Press PROGRAM to exit. 11 is no line, 12 is idle line and 13 plus a 2 digit number is a specific line.

When you get the programming manual out, look at programming command 400. It tells the system how many lines are conected. If you dial "9" from a PT on the interdcom, you'll see it connects from outside lines top to bottom. If you have no top line (line 3 or line 6), then you tell the system that you have less than 3 or 6 lines and it will select from the lines that exist.

What happens when you dial "9" into the intercom dial tone? Is that the line you wnat to auto select?
A lot depends on the system your phone is connected with. In a TA series on an idle phone, press PROGRAM 11 for no preference (what you have) 12 for Idle line (what you get when you dial 9) or 13 and a number from 1 to however many lines you have to select a specific line.
Those commands are followed by the STORE button and PROGRAM to end the programming.

The green lights next to the line or pool buttons show the current Line Ringing settings for all
lines or pools assigned to the extension. (If a line or pool is not assigned to a button, the green
light next to that button is off.) The following ringing options can be shown by the green light
next to the line or pool button:
? Immediate Ring - on steady
? Delayed Ring - flashes slowly
? No Ring - flutters quickly
3) Press the line or pool button until the button light shows the correct setting (the setting for the
currently selected line or pool also appears on the display).
4) Continue programming, or exit programming mode.
Line selection:
For incoming calls, the line selection (hunt sequence) is set by the local service provider). For outgoing calls....again....it depends on the system. For the Partner ACS:
1) Press FEAURE 00, SYSTEM PROG, SYSTEM PROG, CENTRAL PROG at extension 10 or 11.
2) Enter the number of the extension to be programmed for Automatic Line Selection.
3) Press **.
4) Press the line, pool, or INTERCOM buttons in the desired order. The valid entries for Automatic
Line Selection depend upon the type of extension:
? Key Extension: Outside system lines, Left Intercom (the factory setting)
? Pooled Extension: Pool 880 button 1, button 2, Left Intercom, Right Intercom (the factory
setting), Pools 881-883, individual lines
For each button pressed, a display similar to the following appears:
Automatic Line Selection
5) To exit Automatic Line Selection, press **.
6) Press CENTRAL PROG and enter a new extension number, or exit programming mode.
Changing line ringing and line selection are tasks that are normally reserved for the Administrator of the telephone system.
