Flip over the vac and use a long skinny screwdriver to spread the tabs that capture the two nubs on either side of the lever then pull the old part out. Then simply align the new part, and press it down into the slot till it clicks in place.

http://geeksquad.fixya.com/ThreadView.aspx?prdid=0&thid=725351 Generic problem for all Vacuums After replacing the flat bet Posted by mahammons on Jun 30, 2008 After replacing the flat bet and v belt on my Hoover model U6433-900; serial No. 12300043057, purchased June 23, 2004, the brush roller still does not turn when I release the foot lever to vacuum. Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. The only thing that I can think of if that the brushroll may have to be rebuilt and new bearings need to be installed on each end. If unrebuildable, then you need to purchase a new one but most are rebuildable. The other thing is to check the motor pulley to see if that spins freely as well. Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. It sounds to me like you have a broken handle release lever and that would be inexpensive to fix or repair. You are either missing the spring or the handle release lever is broken. There is no release, the part is a plastic handle release lever, you can find those at www.hesco.com, the cost is approximately 2.29 each, I have replaced more than 20 of these on the commercial vacuums for my cleaning crew, the part is easily broken and easily replaced. I always have 6 or more on hand.
Turn the vacuum over, remove the bottom plate, with a flat head screw driver punch out the old part. turn the vacuum upright again after the broken part is removed. With the body laying back on a hard surface, carefully push in the new part. Unfortunately, these are plastic, too bad they cannot design a more sturdy part for this.
You can order the lever for the transmission on line for about $16.00. It comes as a cable and lever assembly. I just took the top cover off and replaced the lever without doing the cable. The reason ours broke is because we lifted the vacuum by the handle without the self propel bing turned off, this pulls on the actuator and breaks it.
I know the lever you're describing, but it's very hard to tell someone how to put it back on. There's nothing wrong with your transmission, by the way, this is a part that's meant to be moveable, and it just happened to slip off in your case.
