I have the Dell a525 subwoofer, but lack both side speakers, is there a cable that I could use to bypass the other speakers and simply have a 9-pin to 3.5mm cable?

Most likely the amplifier that drives it all is in the speakers, not the sub.

The base in my A525 dell speakers went out. The Subwoofer is still good. This there a way to purchase new speakers w/o purchasing the subwoofer

Yes, i have a brand new set of DELL A525 Speakers, reply to this solution on FIXYA (ie say you want them) and i will put them on EBay for you to purchase on a (buy it now) so you you can have them straight away, £10 + P&P £2.70 or give me your email on here and we can sort it out that way. Try another speaker set.
If this does not fix it, then consider the sound card if it is removeable, get a new one. If it is internal, turn off the sound and install a sound card.

I have Dell A525 30 Watt Stereo speakers that are not working at all. Are there any troubleshooting steps? I have tried the speakers in several computers just to ensure that it wasn't the computer itself.

try replacing the output intergrated circuit
it is inside in the bass box possible it has been blow off
