When I turn my oven on and select a temp... soon after the screen shows "f4" and the oven wont heat up. my stove is an older GE model electric stove
Open or shorted oven temperature sensor (RTD)
Check sensor harness and harness connection between oven sensor and oven control. Replace oven temperature sensor (RTD) if wiring is ok.What is the model number?

That code means "Shorted Oven Sensor". You can find out more about this by removing the bottom drawer, pull it out til it stops, lift it up and pull it all the way out. Now lay down on the floor and look under the oven to the left side. You will see a service info card there. Pull it out, open it up and have a read.

The control sends voltage down to the ignitor, the ignitor glows red, when and if the ignitor gets hot enough it opens the gas valsve to let gas in which is then lit by the ignitor.
If ignitor glows either the ignitor is bad or the oven valve
If the ignitor does not glow then either the ignitor is broken, the control is not sending voltage down, or the oven valve is bad and not sending voltage to the ignitor.
In most cases it is the ignitor which is the cheapest of the three parts

SOURCE: Oven wont light
Mine did that and I found the ignitor for the oven was bad. It was the "glow" type for pilotless ignition and it was burned out. It is supposed to glow bright red and the gas comes on and the oven will light. It was easy to tell that it was bad. But to check it I swapped the broiler ignitor with the oven ignitor and the oven worked.
