Sounds like your cable/charger/ computer AC plug in had been pulled, damaged, or the transformer is going out. If you can lat you hands on a similar known good AC cord it would help you trouble shoot the problem, you could eliminate the cord and focus on the computer plug-in. The AC/Charger cord transforms AC to DC to charge you battery and and run you computer. Another cable has to have similar specs (output voltage) as to not damage the components. As to the " plugged in not charging sign appears...", Is the battery old, replacement, does it deplete after using?

try removing the battery from the computer and turning on the computer to see if the power cord works correctly if it does inspect the battery and clean the terminals on the battery and computer and put the battery back in while it is still on now you should see the battery show up on the taskbar if not right click anywhere on the desktop and go to properties and than go to than go to screensaver than look towards the bottom and you will see power click on it and you should see the options for the battery ok sorry this was so long but i needed to explain it in full

Methinks you are looking for a problem where there is none. The capacity of a battery to hold charge decreases with its usage. !00% or 99% I see no difference. 99% is not a threshold, it is a whole (IMHO).
Start to worry only if they fail to keep the charge for a significant stetch of time (a few hours, depending on power usage).
Hope it reconciles you with the shortcomings of your two batteries.

I can tell you, screen issues and wireless issues are one of the
problems that goes
with a laptop that is GOING TO FAIL. In your case, the F700 is the more
expensive F500 which was confirmed by HP to be a failure/defective. But you have the f500 - I actually had this problem, and what I did was I cleaned off the battery contacts with rubbing alcohol on a q-tip and it worked again, but for you, this might be a sign of hte laptop failing.
First the problem manifests as a loss of the wireless connection. Soon,
intermittent failures and random reboots and a HOT laptop will turn
into a black screen and an inoperable laptop > ie a door stop.
Go to
hplies.com and you will see almost 2,000 users with the same issue. The
problem lies with the nVIDIA GFX chip on the motherboard. THE ISSUE IS
UNREPAIRABLE. Any repairs will force the laptop to fail again.
This
issue has actually landed me in small claims court where I am suing for
hte full cost of this laptop because not only is hte laptop defective,
nVIDIA admitted it, and HP covered it up.
