you can go to control panel and find display setting, however your screen size somehow can be limited depends on manufacturer. the standard size somehow can be 1024x768 and below, if you cannot find it maybe the setting is limited to certain sizes. else, get a new monitor or LED TV.

Not sure what your cable box outputs but connect your cable box to a tv and try changing the resolution of your cable box to 1600x900 or less if there is such a setting; the monitor will not display resolutions higher than 1600x900
If you just want to change the size of the font of the web pages you are visiting...all you have to do is hold down the CTRL key while tapping the + or the - key the will increase and decrease the font size.
To check the resolution just right click in an empty area of the desktop and scroll down to properties....you can play around with the resolution there....don't worry, you get 15 seconds to decide if you like the setting before it reverts back to the previous setting.
use the monitor hardware controls on the actual monitor, and if that doesnt work, you have to change the display settings. which you would get to by right clicking your desktop interface, going to properties and display.
