F9 or F9 E0 The electrical outlet in the home or the electrical connection to the appliance may be miswired. If your appliance was installed recently (within approximately 3 months), contact a qualified electrician to verify the electrical supply. Unexpected power supply line "noise" during a power outage that the control detected as incorrect voltage may cause the code to display. If any keys were pressed before a 10 second delay during power up could cause the code to display. Resolution: Reset Power.

Check the outlet by plugging an appliance into the same outlet the
washer was plugged into an running the appliance a hair dryer works good
for this it will draw some amperage. If it works fine move on.
Control
To check the control remove the top panel and then remove the console to
access the wiring to the control. Find the wire feeding the control
from the main power cord. If you cannot visually see this refer to the
tech sheet or service manual. Connect voltmeter to the 2 wires feeding
the control if it is recieving power and it does not respond replace the control.
Unplug the washer and get a short HD extension cord and plug in to another KNOWN good (has power) outlet. Or plug in a small appliance where the washer was plugged in and see if it works. Designated outlet for washer could be defective. Never work on electrical devices until you have the correct breaker switched OFF. Good luck, best regards.
