Maybe I need to update CD ROM driver
SOURCE: IBM 600E 2645 won't boot from CD rom
You can go into the BIOS and change the boot order of the drive devices,change the CD as the 1st boot device.
OR
As the laptop boots up, press F12, this will allow you to select the CD as a boot device.
SOURCE: the cd rom cann't read any type of cd
pls try to clean the lens of the drive as follows
due to dusty environment and excessive use lens gets dusty and then have problems in reading or writing dvd 's and cd's

the dvd tray u can see that shiny eye like thing try cleaning th lens
gently in round movement with a tissue paper or very soft cloth used to
clean lcd screens or cotton bud good quality see if it works , other wise ur DVD drive lens got
weak from use now adays service centers are getting tons of them

pls find a dvd drive OPTIARC is the
best brand till date TOSHIBA is nice and NEC , MATSHITA is the worst
brand i have ever seen gets faulty within 3 months of normal use

The thing about cd/dvd drives in general is that they die and thats the case here even if you deleted anything of the operating system its self would notice that the cd drive was missing the driver and ask you about it since you havent stated that its safe to say that the drive is dead

according to the system information on the Lenovo support page (IBM support outsourced)
the r40e has an Ultrabay system which means that the CDROM can be unplugged and slid out uning the press to release latch
if you look on the CD /DVD drive options matrix on the following page, you should be able to select any of the Ultrabay 2000 drives
the part numbers are there, so all you need to do is put the part number into google or any search engine to find yourself an online price
I think the Ibm Multi-burner is the best drive option given though

you might have to physically unplug the plug you cd rom back in this should activate the found new harware wizard or you might try
control panel admistrive tools,computer management,device manager scroll cd/dvd rom drives right click you can update driver disable or uninstall select properties from there you can troubleshoot or select driver you can update roll back driver uninstall if at any time you see a yellow question mark? you need to install a driver
