You can not, you need to send it into Citizen Watch Co. do not touch the rechargeable battery it should only be handled at the factory you will also void any future warranty with Citizen if you try to change it.

Most Citizen Authorized dealers locally can order this band for you.

Unfortunately, most do not have the skills or Certified Master Horologist on staff to install it for you properly. If you know how to install it, or would like to attempt it you can save some money and order it directly from Citizen yourself by providing the model number and calling: 800-321-1023 extension 2.

I would recommend having a Certified Master Horologist install it for you.

The cost, as a rule of thumb, would be 50% of the original retail price of the timepiece, plus shipping and handling.

Do you mean, you haven't been wearing that watch but to put it in the drawer for a long time?
If so, to recharge the battery, just put your watch outside or anywhere it can catch the sun ray or day light. After few hours or about a day, the battery has been re-charged and your watch will work.
If it still doesn't work after doing that, buy a new watch. Don't bother to repair the watch or to replace the Eco-Drive battery, because of the cost.

Look where the band connects to the fold-over clasp. There are several holes on the clasp. Use a plastic headed thumbtack or some other small pointed object to push the pin in and move to desired hole to fit your wrist.
If the longest adjustment is still not big enough you will need to add a link to the band. You can contact Citizen Watch at 800-321-1023 they will send you 3 links at no charge.

I've had to get extra links before, especially for ladies SS and gold bands. Sometimes a local dealer will have spares that will fit your watch. But, the best source I've found is Ebay. If it is a metal link band, you can remove a few segments. Segments are connected by split pens. You should see a thinner end and a bigger end; or an arrow on the inside shows where the thinner end should be. Push the thinner end firmly with a pin or something until the big end pops out the opposite side.Use pliers to remove the pin.
