Inkjet printers require both ink cartridges to be full and not expired before the printer will fully initialize. Even if you are only printing black in both carts do not complete the power up sequence the printer will never go online to print.
If you have replaced them and it still says so than it is not reading the chip on the back of the cartridge. push and wiggle the cartridge and see if there is a change. If you do a lot of printing and are tired of getting screwed by HP look at the refillable carts on this page "http://www.inksupply.com/inkjet_cartridges.cfm?search_getmodel=982" . Just never use any other brand of ink. cheap ink will kill the printer.
All colors need to be present to pass alignment. Usually what I see is the yellow is empty. You can blot the print cartridge on a damp paper towel to verify the inks are working and this also cleans the head.
try resetting the printer using the # and the number 6 buttons, holding them down and then inserting the power cord at the back of the printer. see if it works. In case it doesnt you can always contact a free online technical support with an online live techbuddies technician at http://tinyurl.com/m7ghqz
below is the document that i would like you to follow. If still the document wont resolve your issue, please call 1-800-474-6836 for tech support. Also, check the warranty of the printer, and if the tech found out that its an ink problem, then they can go ahead and have it replace.
1. Took out the color ink cart and clean the copper contacts of the ink cart with cotton swab, make sure that you do not touch the silver nozzle .
2. Try new ink color ink carts as someime this issue came up when the ink carts are about to finish up.
3. Replace the ink carts and do not us a refill ink.
