More information would help to resolve this issue.

Are you shutting down by selecting Start and shutdown or have you tried pushing the power button on push (not holding the power button)?

Try this:
Press and hold the power button in solidly for about 10 seconds. If it shuts down before you get to 10 just let off the power button. This should work, but may not solve the problem.

If you reboot it and still can not shut down from Windows, hold power button until it shuts down, unplug the power cord and disconnect everything from the computer other than the keyboard, mouse and monitor. With the power plug still unplugged, hold the power button in for about 15 seconds (this resets the power supply and can clear a corrupt BIOS).

Reconnect power and after booting, see if you can shut down from Windows.

If still no go, click Start, Programs, Accessories, System tools and select System Restore.

Follow the prompts and select a bold date back to a time before you had problems shutting down. That should do the trick.

Let me know if you get it fixed or if you need more advice.

Acerpower sv wont turn on, the fan only keep spinning with no display. And no signal beeps

Good day.
Primary culprit is your motherboard and the processor. But just to be sure, check your power supply cables going to your board and the voltage. Next, to isolate the problem and the board/cpu, remove all the device (cards, memory, drives, etc.) then power on, if there still no beeps then your board is dead, no way to check for the processor unless you have a good processor.
Good luck

CAN'T FIND VIDIO DRIVERS OR AUDIO DRIVER FOR ACERPOWER SV

try going to www.update.microsoft.com do a custom update and click on the hardware tab to see if they have drivers listed for your hardware. if they do not then go to device manager and right click on the display device and then left click on properties. after that you will click on the details tab for the driver. go to www.pcidatabase.com and enter in the device and vendor should help you track down a solution.

My AcerPower SV has only an internal cd-rom. So iwant to take it out and install an internal dvd-rom. However only one side panel comes off the computer and there doesn't appear to be way to get the other...

This service manual says to remove the front bezel (plastic cover) by "releasing 6 latches". However on my AcerPower the front bezel appears to screwed on, which really complicates things. I'm pretty sure once the front bezel is removed, the floppy and cd-rom can slide out from the front. Hope this helps.

Shuts down it self

Sounds like you have a heat issue. Is the fans clear, or are they clogged with dust, hair, etc? Check the cpu heatsink as well for dust, etc. It sounds like the cpu thermostat is shutting the system down. Let me know
