Water level can depend on the model and manufacturer. The water will fill to the level of the float switch. This is a plastic looking thing near the front of the dishwasher along the tub bottom that looks like and upside down cup. The water level reaches a point to where the float lifts and activates a cut-off switch which will stop the water from filling, followed by the wash cycle beginning. Now, depending on where the heating element is located, the water level is usually just touching the element and not necessarilty covering it. Does this help you?
