The fuser wire needs replacing. This is a wear item. It gets hot in order to melt the toner powder onto the paper. Without the wire working properly you will be able to wipe the toner powder off the paper. Google fuser for your printer model. You can get them online or you can have the printer serviced at a shop
Sir/Mam, Something is preventing one of the fuser (Hot Part) roller from turning had this happen at a school teacher melted a transparency in the fuser by using a ink jet printer type transparency on this model copier cost the school 2000 dollars. Anyway hope you did not melt a transparency any way check the fuser the hot part for paper that may have wrapped it self around the orange rollers in the Fuser (The hot part of the copier if so you need a new fuser or have a tech come out and see if he can remove it. IF you use any type of tool you can damage the roller and your copies and prints will have marks all over them. Trying to reset the code prior to verifying the motor can turn allows the possibility of burning the motor out and taking the control board that controls it now your talking 3 to 4 thousand dollars

This is a fusing unit malfuction. The fusing unit is the part that gets hot just before the paper exits the machine. The transparency issue makes perfect sense as if it was the incorrect material then it most likely melted in the fusing unit. A good tech can remove the fusing unit and the transparency material WITHOUT charging you for a new fusing unit. Then there is a service mode reset procedure for the code.

The transparencyprobably melted to the the fuser roller (Did you use a transparencies sheet that was rated for use in copier?) Some copiers have a set function to allow transparencies sheets to run through. If transparencies is wrapped around the roller it maybe removed, but in most cases it needs to be replaced. If your in Maryland you can contact Innovative Copy Products if not contact your local copier dealer and they can help.
Taking that glass apart requires removal of almost all exterior covers. Not recommended to users without technical training. Any Samsung copier service center should be able to do it, since the unit is really made by Samsung as model SCX-4720f/fn.

the transparency will be somewhere in the fuser unit (the hot bit)
i'm afraid you will need an engineer to remove it as it will have melted onto the rollers
please use copiable transparencies it will save you a lot of money
