The update screen has the completing update 3 of 3 0% complete do not swtich off the computer message. It then reboots about 30 seconds later and repeats, the whole thing is about 3 or so minutes long. I have turned it off during various stages of the cycle above. Upon retsart I have the option to start in Safe Mode. When I choose that option it goes into the cycle above. I turned it on on one occasion with the battery out and it went into the cycle above, I pulled the power cord out and put the battery back in, plugged in the power cord started the computer and it went into the cycle above. I have changed the boot sequence to exclude the CD drive. I am a bit averse to trying the boot CD because I have some photos on the HDD that I don't want to lose.

Multiple problem issue going on here, with the screen having those lines popping up the way it is, the screen is definitely going to need to be replaced.
Hard drive is a more touchy issue. Not sure if you put a new one or a refurhbished one in the system. If it was a used one or refurbished one, I would suggest putting a new one in the laptop to be sure the hard drive is good and then reinstall the OS and put the drivers back on. That would be my suggestion.
The other thing to try would be to make sure your memory is good. If you have more then one stick, try each stick one at a time and turn on the laptop after inserting just one memory stick into the drive, and then repeat the process with the other and see if the laptop does the same thing each time, if it does then you know the memory is good, if you can get it to boot up into windows with one memory stick but not the other then you know one of the memory sticks is bad.
In fact try the memory swap first and then if that doesn't get you anywhere then try a new hard drive in the laptop.
If that doesn't get you anywhere then you know for sure the motherboard is bad.

I'm affraid your mainboard may be the culprit.
There seems to be a short when you plug in the cord into the computer. The adapter probably tries to protect the laptop and itself from complete anihilation by shutting the power flow.

try to run windows f12 boot format it should be runing on f2 this way you can go straight to problem then asked to run windows again after you restart .

Boot to the WIndows XP CD (Press spacebar when prompted to press any key) at first prompt in setup, press R to enter recover console.
At the C:\Windows\System32\> prompt type bootcfg /rebuild then press enter

If not then try running diagnostics by pressing Fn plus power button, see if there is a HDD malfunction

go to a local pc repair shop and have them burn you a windows disk for your version....the license is on a sticker on your PC, the Media (or disk,) doesn't matter for licensing purposes.
You can then attempt a start-up repair. boot from the cd, choose 'repair my computer', then choose the top radio button regarding advanced startup or recovery tools.
