Hi, its not a good practice to use a pc without a CPU fan. most cases the fans pc shuts down to prevent damage to the CPU. i will advance you take it to a technician to have the fan replaced. then it will work if the CPU has not already been damaged by you trying to use it without the fan. but i am sure that is not the case. get the fan changed and you pc will work again

SOURCE: cpu fan failure message when booting

Be sure to get the correct size if replacing only the fan. I tried finding one myself a couple months ago with no luck at the local electronic stores so replaced the heatsink/fan combination.

Here are some listed at Google Shopping to order online but my local Best Buy, Circuit City and other electronic stores did not have any.

Dell Vostro 230. PC will not power on completely. When the Power button is pressed, the hard drive cycles for a second, it beeps, then shuts down again.

that's easy.
1 beep? you said BEEPS, so tell me its not one beep then leave off how many beeps in a bundle.
1 beep is RTC Coin cell dead. replace. it. page 7 in the manual
2 beep no RAM found
3: beeps. mobo bad. (or?)
4 beeps. 1 ram bad or more. try 1.
5: beeps same as 1 above usually. bad battery for sure.
6 beeps video chip failures. remove card if in PCI-e slot.
7: CPU cache mem. failures, rare but if VRM bad, not rare.
i guess you meant this, ?
Vostro 230 Mini Tower Desktop Computer this is really what it is.
That beep tells you , it sees something very serious wrong.
There are 2 possibles and many tests. do you want to learn?
forget the HDD, unplug it first , focus on FANS first.
both fans, PSU and CPU must run and stay running. my guess not.
  • PSU Bad.
  • or
  • MOBO has overloaded the PSU.

so all tests are to prove 1 or 2. out.
easy no?, a binary choice.
what a tech does next is strip the PC down.
pull out the cards that are in PCI (or express) slots. run now? fans?
pull the power cables from all SATA devices, hdd ,dvd, all.

unplug all USB devices, (overkill but is done for 1 odd case )
test the mobo with CPU in and 1 stick or DDR ram'
only then try each stick of ram 1 by 1.
this is all SOP, standard op. procedures in any shop.
if a module of any kind shorts the PSU sees that and shuts it self off.
the CPU if overheated, too shuts the CPU off, dead saving its own bacon.

if stripped down PC,
just mobo, CPU and any stick of ram makes the PSU shut off
we test the PSU by itself
it that passes the MOBO is bad.
never seen any CPU short ever, VRM's lots.

the power lamp has 5 states of color.
page 7 in your manual if you want to look.
solid blue is normal others bad, black or flashing color.
RTM pg 7.
here it is, at Dell, cost nothing to read.

Dell vostro 200 powers on fan, but have a black screen and cannot run is safe mode or boot up

It sounds like the Video card has suffered a catastrophic failure. Remove & go to a parts store or order from someone like Frys.com or ebay or Tigerdirect.com If you don't know how to use someones computer to look up "How to change the Video Card on a Desktop PC" & you will find a video of how to.

Dell VOSTRO 460 beeps during startup and will not startup.

many times if the fan over the cpu chip on the motherboard fails to run or blow, an beeping alarm will begin and PC will not start. the cpu has to be kept cool so if fan fails the startup is stopped. have found lose wire connections from fan to motherboard terminal, or power supply may be blown, try checking those first. if nothing lose then wiggle those wires to see if the fan starts.

Don't know

DO know;

The fan running at high speed, means you need to remove old Thermal Paste off of the CPU (Processor), CLEAN thoroughly, and PROPERLY apply fresh, new Thermal Paste.

Computer UNPLUGGED from power.

Dell vostro shuting down

Overheating When the CPU overheats then it will shut down (i.e. thermal overload) and won't boot up again until it has cooled down. If this is the problem is not fixed then the CPU will eventually fail.
A faulty fan causes the problem or the fan and heat sink assembly are clogged with dust.
Check the CPU fan to see if it spins freely, if not replace the fan.
If the fan and heat sink is clogged with dust the remove the dust and make sure the vents are clear and dust free. Use a small brush and can of compressed air to do this.
