The fan runs but the furnace won't release gas when the igniter glows. it glows three times and the furnace shuts down. i have cleaned the tubes, the end of the flame sensor and vacuumed out the dust and debris around the tubes and the panel area. i have also shut down the system as per the panel instructions at least a dozen times. i need help badly.
Here is a link that might help. Even if it glows, it could still be bad, but it needs to prove air flow as well. Carrier Weathermaker 8000 Ignition Problem DoItYourself com Community...

. Several times of recyling power normally brings the furnance up. Though the failure code has always been 31, there are several different behaviour when the blower starts after reset :
a. blower simply creases.
b. there is an attempt to start the heating unit (I hear the high pitch noises), then everything stops.
c. there is an attempt to start the heating unit (I hear the high pitch noises), once I see the orange glow from the coil, normally the gas is lit up and the unit starts working.

Sandpaper lightly scrubbed over the sensor tip to remove any contamination.
Sometimes cleaning is not enough and the sensor must be replaced.

If you're sure the igniter is good and the controller is sending voltage to gas valve to open, but not to the igniter then, yes, the controller is bad. The only way to know for sure is to remove the igniter's molded plug from the board and test voltage directly at the board. You should get about 100-120 vac to the igniter.
Testimonial: "thanks alot i will test that."

does your burner flame up and then go put two or three times if so
all you have to do is take out the burner and clean all the soot out of it and then wipe off the sensor
