This popup is a sign of a malware infection on your system. You can use ctrl+alt+ del to bring up the task manager, open the processes tab, and locate the pc.exe and agent.exe processes. Select them, right click and end process for each. That should temporarily get rid of the popup. (See

here, but please don't follow the instructions given there to delete files, etc. Just kill the processes and use the following tools.)
Now you'll need to do some cleanup to remove the offending program from your system before you reboot.

click here. Then restart your system and see how it runs. I'd advise an indepth scan with your antivirus program to check for further problems, but that should take care of the privacy center rogue.
