Couple of things here, 1. Your os/nos is missing or 2. your boot files have been moved to another partion and the server has not been directed where to look.

Solutions: reinstall the os/nos or find the correct partition which has the boot sector and direct the server to boot from that partion. (This partition should be partition 0.

your system is failing it's Power on Self Test (known as POST) the beeps are a code which tells you where it is failing. unfortunately the codes mean different things for different motherboards, however common faults include Graphics card fault (try reseating) and Memory failure.
