Was dropped in water and put in rice, everything looks normal and there's no visible damage to the phone, but it's stuck on the lock screen. I cannot do anything I have tried taking out the battery and everything

You have to execute a "hard reset". The exact method depends on the exact type of HTC phone you have. You should Google for "HTC Touch <your exact phone type> hard reset" and follow those instructions.

Make sure you follow the instructions properly. When it still doesn't boot up, you can always perform a firmware upgrade/reset, that's almost guaranteed to work, but is complicated and might break your warranty (depending on wether you bought the device yourself or got it as part of a package deal from your provider).
