The graphics card doesn't support this game. Many realistic type games "Highly Realistic Graphics" need the added performance of a dedicated higher end graphics card. if your system specifications cannot met the games requirements, sorry to say this but you cannot play the game.
The reason why portal will not run on that system is the Video will not support the Game. If the system has Intel integrated video, then I can verify the Intel Video cannot support portal
If the system has an Expansion Video card, then that card also doesn't support the game. Most likely, then system is just too old to support Portal (It will not run on my Inspiron 700m but does run on my Inspiron 6400 and Dimension 8400, which both have good video cards.
