You have a shorted main board in the TV, it is more expensive to repair this than to replace the TV at current TV flat screen prices. Also I suggest the brand Vizio, it has the bet reliability ratings of any brand hands down.

Well first off, Id like to appreciate the fact that you are asking instead of just applying windex. Ugh. Best product to use without having to buy anything is a coffee filter. This takes off all the dust. You can use a regular duster on The back to keep it from building up and overheating, as plasmas naturally emit more heat. You can also go to any electronics store like best buy or radioshack and they should be able to sell you a tv screen cleaner. but never use chemicals directly on your screen. Occasionally using windex on a SOFT paper towel and then rubbing on your screen is ok if you have something sticky on it...but dont apply directly to screen. No Liquid of any kind should ever directly touch your screen. Windex dries quickly and therefore is safe sparingly. Notevery day.

LCD and Plasma are two different types of T.V.s to my understanding. I know that televisions have came a long way since plasma were first introduced, but most of the time leaving a plasma on can burn the still/moving image into the screen. It is best to be safe and not sorry, and just shut off the T.V. when not in use.

Your plasma cover screen should be glass, not plastic. I have no knowledge of Panasonic or any other manufacture that made a plasma TV with plastic....all plasma TV's have a glass cover. Clean the surface with a rubbing alcohol solution and a cotton ball.
