Very wet today going to work and then it lost power after experience a sudden motor surge. Only went 3 miles on a fully charged battery. Lights still show fully charged battery.

sound like a bad starter solenoid try to cross the hot wire on the starter to a grond with a rubber ended screw driver if the starter spins your solenoid is bad if not your starter is bad

Check the charging rate of your bike ,it seems there is a problem to it.

Did you check your brand new battery? Fully charged? Hydro was good? You are connected properly ( + = + and - = - ) Do a volt check yourselg between + and - (frame)
If yes to all, Id be looking at the ignition switch.

Faulty start solenoid? Check the starter sice of this electric switch with the power on and the start switch depressed. If you have no voltage at this point, the solenoid is suspect. If you have power and no start ... jump power directly to the starter to see if it will run.
