Depends on where the noise came from. Could be a bearing in one of the accessory pulleys locked up, or a long list of other things.
You would loose power steering as soon as the engine dies.

that sounds like you are low on power steering fluid ... when the level gets low then the pump starts to ingest air and that produces a buzzing sound when you turn the wheel .....i would add or change the fluid and check for leaks and mechanical loosness in the under car linkages ...you can have that checked at your next oil change .

SOURCE: key won't turn, steering wheel locked, brakes locked.

With the key in the ignition, tap on the key with something heavy like a pair of pliers, screwdriver etc. It will cause the pin inside the mechanism to drop, and the iginition will turn. Happened to me today, worked like a charm.

All you need to do is turn your steering wheel to the left all the way till it stops then put your key in while still holding the steering wheel to the left, turn the key to the on position this should release your steering wheel!

SOURCE: My 2006 Malibu steering wheel is going bad.

The power steering is electric on that car. It has a electric motor on the column, and a control module. There are several causes that could be the problem. You need to have it scanned to get a better idea of what to do. If you can give me the codes you get then I will be glad to advise you on what's best. Good Luck

The tension on the steering wheel lock could be restricting the ignition cylinder. The steering wheel can turn about two inches in the locked position. Try to turn the steering wheel the opposite direction about an inch and hold the wheel in that position. With the other hand turn the key.

yes you can, make sure fluid in power steering is full. jack up car and move steering from left to right, til it hits wheel stops. keep checking fluid level. when bleeding air from system, raise idle to about 1500 rpms. then turn wheel left to right. after done recheck fluid level.
