Reset timer and reprogram, being careful to overlaps or conflicts in programming.
Is this new timer or timer that stopped working?
Which timer do you have?
Does timer have replaceable battery? Or internal rechargeable battery?

Can not set up my hydrofarm timer to come on for 1 min and off for 5 min.

You posted next to a photo showing hydrofarm analog timer with segments located on dial face.
Open following link for general look at setting analog timers.
http://waterheatertimer.org/How-to-set-timers.html

Analog timers have a minimum set time of 15 minutes because the trippers-or-pins-or-segments are made certain width.
If you want 1 minute ON and 5 minutes OFF, you need digital timer.
Most digital timers have minimum set time of 1 minute.
But digital timers have limited number of set points per day unless you get into heavy-duty Intermatic timer like the ET70115 timer with 100 or so set points.

If you want 1 minute on and then 5 minutes off, and want to repeat that same cycle over and over throughout the day and night, you would need 240 set points.
Or check out 120V adjustable cycle timers.
https://www.grainger.com/Grainger/cycle-timers/timers/electrical/ecatalog/N-8hbZ1z0q55s

If you want the cycle timer to operate certain hours only, then put ordinary 24-hour timer between the cycle timer and the load.

Dial has 48 segments.
Each segment represents 1/2 hour in 24 hour day.
Pull up 32 segments and leave 16 segments down.
Manually rotate dial and watch when light turns on-off.

On timer light is flashing.and tv shuts off in about 5 seconds after turnig it on.

Hello
Timer function is in ON position and have been set to the least time I thinks. You just go to the menu and put the timer fuction of OFF.

The On/Off timer lets you program your television to turn itself on or off. You can use it as an alarm

to wake up, to help you remember important programs, or as a decoy when you're not home.

Press the MENU button

Press UP or DOWN button on the remote control hanset to ON/OFF TIMER

Make it OFF.

Switch off the TV by its front panel power button, and switch it ON again after 10 seconds.

OK.

Dual Outlet Timer won't shut lights off, even though pins are in the right place. Do you turn on the lights before attaching timer, or let the timer do that?

The timer dial should turn lights on and off.
The lamp switch has to be turned on for the timer to work.
It sounds odd that the timer will turn ON the lights but not turn them OFF.
Make sure your pins are pushed all the way into place.

With older timers, the pins wear out or the tripper lever wears out, and this could cause the problem you describe.
