Does the alarm work other times, If not check the alarm speaker connector, horn & all of the fuses, how does the remote work? If all is well sounds like an electrical short or bad alarm horn.
The problem is likely with the clockspring in the steering column. The wiring for the horn button and the driver's air bag go through the clockspring. If you want to fix it yourself, I can probably find the procedure for you, but this is really a job for a professional auto electrician.
Yes, you need to find the positive wire to the side light circuit, from the alarm and try splicing into it, and then to the horn circuit. You need to be sure that this wire doesn't also become positive when the side lights are switched manually though.
try unplugging the horns to see if they are the problem. If the fuse still blows, the problem is the wires from the relay to the horns. If the fuse doesn't blow, plug in one horn at a time to see which one is bad.
