I also found some capacitors in the lower PCA fixing to blow and replaced them. I traced through cord for voltage(works), circuit breaker, line filter....all has continuity. I can use some help.
Dear Sir:I am recommend you to exchange the board. If you do not have ENOUGH experience will be better to buy a new one, or call some tech profesional for to execute this delicate work.
The causes can be various, Maybe you have SHORT circuit in the motors, power supply, see the block diagram.

This probably did not happened suddenly right? the problem is not the motor however you can easily check the blue capacitor for peace of mind. with the power disconnected, disconnect one side off the capacitor from the top. with a ohm meter put the 2 probes on the cap,you will ear a temporary beep sound from your meter, then reverse your probes on the capacitor and again a temporary sound that mean your capacitor is good and your motor will run OK.
Your problem is more then likely your run belt and bed assembly. When new, these are coated with a wax of some kind for slipping, has you use the machine wax wears off, and so is the belt. You can see a black rubber dust at the rear of the machine. And so resistance increase when pressure is applied on the running belt.
Just behind the on/off switch where the power cord goes in, there is a auto reset 15 amp breaker that trips when too must resistance against the motor increase the amperage over 15amps. At 7 min/m on your speed setting and if the belt is adjusted correctly with nobody on, the motor pull about 6amps, with someone like me 180lbs, the motor pulls an avg of 10amps with a new belt.
If you have a clamp amp meter you can test it yourself.
2 parts you will need to fix this; 50985-101 (bed assembly) and 36355-101 (run belt 17 X 110) This is real easy to install.
make sure these parts are for your machine model # as they did increased the width of their belt over the years
Since 1998 I had to replace these parts 2 times with an average of 3 people using the treadmill every day. This is a good machine and if everything else is good it's worth it. I paid $300 for these parts, i'm sure if you shoppe a little you can do better.

not to sound funny but are you sure that you have this tread set in the units (mpg/kph) that you require. i have worked in loads of gyms and its a common problem that people think the belt is running to fast because its set in kph and that thinks its in miles eg 9mph = 14.5kph
you can check and change the units in the club setting menu.

I would suggest that you reattach the two wire that their because the unit is pull too much current and that safety feature is to protect both motor and lower board from damage. If you have not been instructed by your local dealer about preventative maintenance Most Precor running are double sided, which means both surfaces are usable and are coated with wax. The easiest way without dismantling your unit is to follow this procedure:
You may purchase this wax product @ http://www.gympart.com/ or call them 1-800-496-7278 I would recommend what is call WAX BLAST they come in 3oz or 6oz bottles.
Now the fun part to apply this product you must first get the treadmill and walk on it for about 5min to heat up the deck, then stop the unit with your product go to upper third of the belt lift edge of the belt stick the nozzle between the belt and deck squeeze the bottle approx. amount 1 tbs of wax to the center then get back on the treadmill and walk for 10 min this is to heat up the wax so that belt will act like a wick to absorb wax! This should be done every 3 months or so. Their a catch if this does fix the problem you may be investing in a new belt and possible and new deck. Hope this take of it!!

Power issues with treadmills fit into two categories: the power
does not turn on or the power shuts off when using the treadmill. If the
power will not turn on, make sure that the treadmill is plugged into a
working power outlet. In addition, you should use a single-outlet surge
protector for the treadmill. Single-outlet surge protectors protect the
machine from any voltage changes that may occur in your home.
If
the machine is plugged into a working outlet, make sure the safety key
is in the keyhole on the console. If the safety key is not plugged into
the machine or if it is pulled out during operation, the treadmill will
not operate.
Finally, make sure the circuit breaker located on
the frame near the power cord is set to "Reset." The circuit breaker is
set to "Reset" if the top of the button is pushed in. When the breaker
is tripped, push it back to the "Reset" position and wait five minutes
before powering on the treadmill.
If the treadmill shuts
off during operation, check the power cord and circuit breaker as
described above. You can also try removing and reinserting the safety
key.
