In order to recharge, you must plug in the recorder while holding down the STOP (square) button.
I just had a problem where the recorder refused to charge the supplied battery. I haven't used the recorder in years. A fresh AAA Alkaline didn't work to turn the recorder on. Upon inspection the coil that connects to the - (negative) on the battery was slightly corroded at the very tip. The recorder wasn't getting a connection with the battery. I used a needle file, supporting the spring with my fingernail, and filed the end very gently. That took care of the problem. I will need to replace the battery connector spring/coil soon so it doesn't ruin my recorder.
If it doesn't charge the battery, check the recorder with a fresh AAA Alkaline whether your recorder is working & getting a connection with a battery. Only recharge the supplied battery or NiMH AAA batteries with the recorder (as indicated in the documentation).
It's not supposed to. The WS-500m uses standard AA batteries, either disposables or rechargeables. If you want to use rechargeables, you must charge them outside the recorder using a separate battery charger.
