You can't see if a cap is good or bad jus looking at them they have to be measured>They loose their capacitance because they dry overtime.
I do sugest that you replace you power supply module or replace all caps.Possibily you may have a broken line in the PCB

It would be a lot cheaper if you just replace the two caps that have gone bad. Just get a cheap solder pencil from the store and about an inch of solder and you are in business.
The Power Supply Board is the center Board (towards left) after you remove the back off the TV. Remove Board from TV with the 6-7 screws. Replace capacitors CM852 & CM853; 2200ufd 25volts.

A lot of TVs are having their power boards go bad due to a poor brand of capacitor (CapXon usually).
If small problems are noticed with the tv, the solution is to replace
the capacitors. However, once the TV gets to the point where there is
no power at all any more (not even a stand-by light) then the power
supply has to be replaced.

I have removed back from TV and removed power supply and carefully inspected capacitors for any sign of leakage or expanding, no obvious signs.
cleaned dust out of rear of TV noted there is a small fan mounted just above the power supply board - this was caked with dust.
I re assembled the TV and powered up, up graded the firmware - problem still there but didn't seem as bad.
Next I will replace the capacitors on the P/S board - however wondering if the problem may be originating from the system board? flickering seems to mostly occur when the advertisements finish at the point when the Tv switches back to the running program
I now believe the problem is with the inverter board - will have to remove back of Tv to get part number from the board as can't seem to find any parts list on the web
