It sounds like there may be something inside the machine. This happened to me twice. The first time was the wrong stabilizer. The second time I had a piece of thread inside the machine. When I opened it to see the thread was activating the error beep in the machine. I hope it helps.
This is used to notify you that you cannot have video playing on your head unit while driving, this is a safety feature. Also may be illegal to be playing movies on your head unit while the car is moving. There are ways to defeat this from happening but they differ from model to model, some are as easy as grounding out a wire and others need to have a separate piece installed to be able to view video.
To answer your question: Just like the message says on the screen. DVD playing while driving is disabled on all current "Dash-Mounted" DVD Navigation systems. It is a safety requirement that was mandated by most States' Department of Transportation. The goal was to inhibit drivers from being distracted with DVD movies being played on the Navigation system while the vehicle is in motion.
You will notice this feature kick in if you have the vehicle running, and in park; then place it in gear and you will see the video stop and display the safety message while the audio keeps playing.

its what you call a black screen of death. it will keep happening until your wii stops if you dont refrain from playing for a while and obey the health/safety rules (sometimes the wiis pass becuase the health/safety rules hide the bsod) [health/safety rules: take a ten - minute break every hour.] BE CAREFUL WITH YOUR WII IT IS VERY FRAGILE IF IT GETS A BSOD!!!!!!! {fragile=easily damaged INTERNALLY}
