If the sound is continuous, like a long tone humming, it is possible you are on a channel which is not programmed. Try changing your channel knob to a different channel and see if the sound changes.
If the sound is not continous, and only happens upon pressing a button, we are not certain what you are experiencing without seeing the radio first hand.
If it were the battery you would get a low battery beep and then the radio would shut itself down. This can happen from a bad battery or a low battery. If this were the situation, you should check your charger and be certain the light comes on and stays on when the radio is placed on the charger. (Note: your radio should always be turned off when on the charger.) A quick test would be to swap the battery with a known good radio and see if you have the same problem. If so, you know it is not a battery or charging problem.
If none of these items help, send or bring the radio to a Motorola repair shop for a quick analysis.
Sounds like you don't have the tuner wired properly, IF you have a stand-alone tuner, then you need one wire to a continuous 12VDC for memory, the other 12VDC that's hot in accessory position, and then the ground. IF you hook the two 12volt wires together and they're only on when the car's on, then you will lose your memory of what channel it's on. Also, when you turn the radio off, turn it off with the BUTTON - not just by turning off the car. Give it a try using the radio's POWER BUTTON for on and off, NOT just the ignition, then it will remember the channel most of the time. Okay?
The CLS1110 is a one channel radio. However the one channel can be changed to another frequency and/or PL code. With the radio turned OFF, hold in the PTT and the MON, while turning the radio on. Continue to hold the PTT and MON until the radio stops making noise. You are then in programming mode and can use the menu button to walk through the stages of programming. Use the PTT to change the settings, and the MENU to lock it in.

Beg to differ with your friend. Those small numbers are not sub-channels but rather are Interference Eliminator Codes. The represent what code is being used by the radio to eliminate other incoming transmission not with the same code (number). There could be similar radios working on the same channel/frequency, but if they do not have the same code then neither one would hear each other. This does not make a channel "private", rather it limits what one can hear on that channel to another radio with an identical setting of the code. In some Motorola models, pressing the Menu button until the small numbers/code flashes would enable them to be changed. To change, press the+ or - keys. Pressing the MON key or setting the code to Zero would enable the radio to receive and sound off all incoming signals with or without the code.

It sounds like the antenna has came loose from the back of the radio and the wiring harness is loose.
Make sure you have a good ground going to the radio, or this will cause a short and make the radio do strange things, the fact you sometimes get a signal tells me the radio is in working condition.
