Rims go up but 2003 outback does not go faster

IF you have a carby then take it apart and clean it out as all the throats are not working properly including the accelerator pump.

as you step on the gas the rpms go up ,the oil pump rpms also go up ,the faster the oil pump turns ,the more oil pressure you will have.

you my friend have a exhaust converter plugging up!
replace it with an after market type,cheaper and more power
