You have to use 3rd party tool windows build in disk management only allows you format 32GB to fat32. No matter which way you use you'd better backup your files, and then there is a software could format NTFS to Fat32 without data loss: http://www.aomeitech.com/n2f/index.html

SOURCE: Formatting a Samsung MP0804H IDE extrernal HDD from NTFS to FAT32

Hi there Dave, well you can use a software called Partition Magic 8 to convert your 80GB hard disk to utilise FAT32. This software is quite user friendly. There are several options for you to choose form in this software including resizing your drive and creating partitions on the fly. However some settings requites a computer restart or reboot in order to complete successfully. This software can be obtained from most software stores or even download form the internet. After installing the software and running it, your drive should show inside the programme; right click on the drive you want to change a setting and select the options available. At the 'Format' button select FAT32. You will be asked for drive letters and cluster size but you can use the default settings, then apply the settings. Once you are done with that select the Okay button in the main programme window and the formatting process will start. Hope this helped you. Cheers :-)

SOURCE: formatting hard drive to fat32

Xbox was not created to use external hard drives otherwise the software for it would be even bigger considering it is a gaming console. It might work if you use FAT but I can't say it for sure.

SOURCE: How do I format my Western Digital 1T to fat32 for ps3?

Without a firmware update your PS3 needs it to be fat32 as you've noticed, and without the use of a utility Windows will not let you format a 1tb using fat32

You're best be it to download a program called SwissKnife, it's a utility that will allow you to format the drive the way you want

WARNING: Before using SwissKnife to format the drive, you have to take all the data off of it (onto your computer or another drive), if you don't then when you format the drive every file will be lost.

My PS3 recognizes my old external hard drive but not my new one (same brand). Why?

Connect the hard drive to your computer using a USB cord.heck what the File System type is by going to Start, Control Panel, Administrative Tools, Computer Management, Disk Manager. Select the external drive and read the "File System" type. The file system type must be FAT32 in order for the Playstation to recognize it.3 FAT32 has a limit of 3.9 Gigabytes per file, which means some high quality HD movies might have to be split into smaller files, and that makes it less than ideal for some HD content.4 Please read this entire step before attempting - going into the command prompt is for advanced users only. It is recommended that you instead use HP's freeware tool "HP USB Disk Storage Format Tool" instead of following this step which shows you how to manually format your drive.Note that on all of these systems the ormating process will take considerable time (possibly hours) depending on the size of the Hard Drive. This is normal, just be patient.Windows Users Using the following method you can only format a drive to FAT32 up to 32GB in size.[This requires confirmation as I thought that was only true during windows setup? 8TB format is technically possible with FAT32] Freeware such as EASEUS Partition Manager allow you to format the entire drive as FAT32, whereas windows and other programs like SwissKnife v3 will limit it to 32GB and 393GB respectively. If the file system type is "NTFS", right click and select "Delete Partition" or "Delete Volume" for Vista.Recreate the partition but do NOT format it. Make sure you assign a drive letter (for this Tutorial, we'll use H:)Format the drive by going to the command prompt (Vista, right click on Command Prompt in Start>All Programs>Accessories and click "Run as Administrator") and type in "format h: /FS:FAT32" (without the quotes). You may need to substitute your drive letter. (note this might not work on XP for a large hard drive - you may have to use a third-party formatting utility like like the HP Utility noted above. If you receive an error message stating that the drive does not exist or cannot be found, it is likely that Vista has formatted the drive to "NTFS". Use the Disk Management screen to delete this partition again choosing the option to not format the partition then use the command line format command again. Mac OS X Users Open /Applications/Utilities/Disk Utility.app, pick the drive, and click on the 'Erase' tab. Pick 'MS-DOS (FAT)' for the file system type, and click on the 'Erase' button.Mac OS X Leopard Users Open /Application/Utilities/Disk Utility.app, pick the drive and click on the 'Partition' tab. Pick '1 Partition,' for the Volume Scheme, and 'MS-DOS (FAT),' for the Format. Click the 'Options...' button (near the bottom) and select 'Master Boot Record.' Press 'Okay' and then 'Apply 5 Open "My Computer" and double-click on your empty external hard drive.6 Create a folder system identical to that on the Playstation 3. All folder names must be in capital letters. In the root directory of your drive, create folders named "PICTURE", "MUSIC", and "VIDEO". If you do not create these folders, your media files will not display when selecting the USB drive on your PS3, although you can access them if you press the triangle button and select "display all". If you will also be storing backups, save game data or themes, create a folder called "PS3" with folders called "EXPORT", "SAVEDATA", and "THEME" inside 7 Load all the music you want into your music folder, all the video you want into your video folder, and all the photos you want into your picture folder. Your game folder should still be empty.8 Disconnect the hard drive by clicking the green checkmark in the icon list and the bottom right hand corner of the screen and select "Safely remove Disconnect the hard drive by clicking the green checkmark in the icon list and the bottom right hand corner of the screen and select "Safely remove. Once your computer tells you "*** drive can now be safely removed", unplug the hard drive from your computer.10 connect the hard drive to your Playstation 3 and use the extra space to save information and access all your extra content saved on your external hard drive.11 In order to make your new HDD recognized by PS3, you must make sure that: First, the file system is FAT32 or NTFs. If it is NTFs, you should convert it to FAT32 with an NTF converter.Second, make sure your PS3 firmware is the latest version. If it's not, download the latest firmware from the Playstation website and put it on a memory stick to transfer to your PS3 via a USB port. This will be recognized by the PS3 and will be used in the process of setting up your new hard drive. You should also put your FAT32 partition as the first partition on your HDD, as only this can be recognized by PS3.

Trying to format a large external USB or Firewire hard drive to the FAT32 file system? Can't do it? Only see an option for formatting the drive using the NTFS file format? Well if you answered yes any of those questions, then you're at the right place.
I was recently trying to format my 1 TB MyBook external hard drive in Windows XP to FAT32 instead of the overly forced-upon NTFS format. Why? Well because I needed to connect it to a NAS device and the NTFS permissions were causing the NAS not to be able to access the drive. Simple solution is to use FAT32, no security, no problems. Though it's sometimes useful to format a USB drive in NTFS format.
Also, formatting a drive in FAT or FAT32 will allow it to be read by other operating systems, such as Mac, Linux, and older versions of Windows such as Windows 98.
Unfortunately, Windows XP and Windows Server 2003 will only format a removable drive in FAT32 if it's less than 32GB! Hmmm...that pretty much cuts out ALL modern external hard drives!
However, Windows can format a drive that is larger than 32GB in FAT32, but you have to use the DOS command prompt. However, if you have a drive that is 1TB or larger, you may still get an error saying "The volume is too big for FAT32".
In that case, you can use a free program called SwissKnife that will allow you to format an external hard drive that is up to 2TB in size. Let's go through both methods. In case you are having problems getting your external hard drive to show up in Windows, read my article on how to change the drive letter for an external drive in Windows.
Format external drive in FAT32 using DOSOpen a command window by going to Start, then Run and typing in CMD.

commandprompt-thumb.png
Now type in the following command at the prompt:

format /FS:FAT32 X:
Replace the letter X with the letter of your external hard drive in Windows. Windows will go ahead and begin formatting the drive in FAT32!

Format external hard drive in FAT32 using SwissKnifeSwissKnife is a nifty little program that is completely free and that you can use to format many types of external drives such as USB, Firewire, PCMIA, SATA and SCSI. You can also use it to create partitions on an external hard drive and it formats faster than Windows.

So next time you want to format a hard drive in FAT32 and Windows only gives you an option for NTFS, make sure to follow one of the two method mentioned above. Enjoy!

I'm trying to use the GoFlex 2TB external hard drive as additional storage for my PS3 but it won't show up in the devices when I plug it into my play station. I found out it has to be in FAT32 in order to...

I just got the same external hard drive and converted it to fat32 format and had about 65 movies on there when it crashed and is now locked up tighter than hell. I called the repair number and they stated that because I formated it to fat32 they cant help me. but if you still wanna take the risk, here is how you can format it in under 5 seconds. Go to www.Easeus.com, click on the download button at the top, then scroll down till you see "Partition Manager Software"and download from download.com. once downloaded install the program and you should be able to figure it out from there. but warning: fat32 format is "unstable" with any thing over 40gig. I can't transer file sizes more than 4 GB... What I've done to get around this is save my movies in multiple parts to make each file size smaller. Is there something I need to be able to transfer my files...

This will be a limitation of file size imposed by your operating system and drive format method. For drives formatted under FAT16 (2Gb) or FAT32 (4Gb - 2 bytes). FAT64 allows up to 16Zb while NTFS and NTFS5 both allow any size up to the actual volume capacity so with a 500Gb drive the max would be 500Gb for 1 file. I would therefore suggest that you retrieve all your stored data on the drive and reformat it with NTFS. Then you can have 1 continuous file instead of lots of 4Gb files.

Can't transfer big files

It is possible your external drive is formatted using FAT32. You need to need to format it to NTFS. Windows XP caps the file size for transfer and will not move them if they are over 4Gigs if I remember correctly.

Make sure you have saved all of your files onto another drive or onto your computer temporarily before you do the next step. The next step will erase all of the contents of your hard drive and you will not be able to get them back.

Also, before you

Go to My computer and right click on your external drive then click on properties. Look at the File System and if it says FAT32 or anything other than NTFS then you will need to do the next step. Again, backup your external drive contents before anything else.

Go to My Computer, right click on the drive and then format it and make sure you choose file system NTFS. You can also choose the quick option to speed things up. Once complete you will be able to transfer large files to the external drive. Hope this helps.

The file system of my hard drive become RAW.

http://www.z-a-recovery.com/unformat-tutorial.htm

This tutorial describes the procedure to recover one volume when
  • the volume was accidentally formatted
  • Windows reports the volume is "raw filesystem", or "not formatted"
  • An external drive failed, either flash (so called "thumb drive") or an hard disk connected using USB or FireWire enclosure.
  • MFT is corrupt on the NTFS volume, rendering filesystem partially or completely unreadable
The recovery is done in seven steps, requiring about eleven (11) mouse clicks. Note: The older than current versions of ZAR might have been used to create the screenshots in this tutorial. We did not update the screenshots if there is no significant difference between older and current versions. If you see some option in the program which is not described in the tutorial, just leave it at its default setting.
