It sounds like you do have a relay problem try switching relays around that have the same part number start with the starter relay when switching the make sure the key is off each time

SOURCE: Starting Problem with 1994 Jeep Grand Cherokee

Assuming I understand your problem correctly, it sounds as if the car will only start once the check engine light comes on.  The check engine light is controlled by the PCM (powertrain control module; or computer) which is also responsible for basically all engine operations including fuel delivery, ignition, emissions, and so on.  If this light is not coming on, it means that the computer is not getting power.  If the computer is not getting power then it won't start.  The fact that you hear the relays click on when the light comes on is another indicator the the computer is not getting power as it also supplies power to the ASD (Automatic Shutdown Relay) which in turn supplies the power to the fuel and ignition systems.  Check the ASD relay located in the power distribution center, if it is the same relay number as another un-important system, then swap it out to see if that helps.  Make sure the plugs going into the computer are tight.  The delay in the power going to the PCM sounds like a stuck relay, have someone tap the relays when the light is off to see if comes on.  It is also possible that the PCM itself is failing.

SOURCE: 1994 Grand Cherokee Jeep wont start

It is likely one of your battery cables loose. Same thing just happened to me today. What you need to do is first lock the doors, and close them. Then you need to disconnect, and reconnect the battery cable, then if the security lights still blink you must use your key to unlock the door, then it should stop blinking, and start just fine.

SOURCE: jeep grand cherokee slow to start

THE THINGS YOU MENTIONED WON'T AFFECT CRANK SPEED. YOU'RE BATTERY IS PROBABLY ON THE WAY OUT THE DOOR. LOOK FOR CORROSION AND LEAKING BATTERYLIKE AROUND TERMINALS AND POSTS. BATTERY IS PROBABLY LOW ON CCA'S. NOW IF TALKING ABOUT WON'T START AND TAKES LONG CRANK TIMES IT CAN BE FUEL PUMP LOSING PRESSURE IN FUEL RAIL OR LACK OF FUEL PRESSURE CONSIDERING WHAT YOU MENTIONED. EVAP SOLENOID WILL USUALY SET A CHECK ENGINE LIGHT AND WONT AFFECT STARTING USUALLY UNLESS YOU HAVE A HUGE VACUUM LEAK

What is diagnostic code 22 for a 1994 Jeep Cherokee grand limited

That code is for the engine coolant temperature sensor. "...input above maximum acceptable voltage." I would try a new temp. sensor. If that doesn't fix it, you may need to have an engine scanner hooked up, and see what the sensor is sending to the computer, and go from there.
A bad coolant temp. sensor can cause hard starting like your symptoms.

My 1994 Jeep Grand Cherokee with the 5.2L is very difficult to start if it has not been run in the previous 6 hours. Replaced ignition coil but didn't solve the problem. After sitting overnight it

Low fuel pressure.
You need to check the fuel pressure on the first crank and watch it as it is running.
Requires a special gauge.
If it were just a starting problem I would say it could be a pump relay, but not if it runs rough for 5 min.
Might be a dirty filter or problem in the tank.

I have a '93 jeep grand cherokee limited 5.2 v8.

Disconnecting your battery, as you must've done when changing the starter, will cause the ecu to revert to factory settings and the computer will have to relearn the proper idle for your jeep.
