Western Digital Caviar SE, Model WD3200AAJS-22RYA0. In the case or removed and sitting on bench, when powered up, it(the HDD) produces one short beep, then one long beep, a pause, then repeats. Is not recognized by Windows 7. The beep is very similar in sound/tone to POST code beeps in PCs.
..as i know when HDD start beeping ( internal or portable ) that indicate problem with the Hard Drive (HDD)..so nothing you can do it by your self ..
..if the HDD is under warranty from factory you may take it to the store that you buy or nearest Western Digital distributor to claim the warranty...but if it doesn't in warranty..that's mean a problem why?
because if HDD start beeping like you have, the possibility to make it work again is almost impossible that mean you maybe lost the data that you save in this HDD..

Apparently you have tried most if not all of the basic install procedures.
If and when you connected it as a secondary or slave to a working/booting PC, was it auto detected at the CMOS/BIOS stage? If yes, then perhaps it is a partitioning/formatiing issue, if not then chances are that it is a hardware problem and the drive is dead.
Alternately, you can try using an external SATA/IDE Interface to USB such as a VANTEC CB-ISATAU2 SATA/IDE to USB 2.0 Adapter
or any comparable product. This would provide the SATA/IDE connections to
your new hard drive as well as a USB cord to your PC's USB port.

Yes it looks like a Hard drive problem.
This error means that NTLDR is missing somehow from your computer,hard disk problem usually or virus.
You can go to that page and follow the instructions exactly as he says and will not have to install windows over and over again

the beeps are post during post the very first work is done by the ram,all the memory in the ram is first transferred to the hard disk,and remains active untill turned off.
make sure that your RAM is securely seated
try replacing all the leads that attach to your hard drive including electrical extensions + IDE,SATA the ones that attach from your ((motherboard to hard drive))
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty or just replace them they are probably old and faulty ?

if your computers motherboard is older than 5-6 yrs you might not be able to load windows 7
and you will need a minimum of 2GB of RAM
During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS the scroll down to advanced bios features press enter change your first boot device to cd,press escape then press f10 to save to cmos to restart
(note after you have loaded the operating system you should go back and change the first boot device to your hard drive)
The BIOS is AMI. Under ADVANCED SETUP:

IDE-0 means Pri master ?
IDE-1 means Pri slave ?
IDE-2 means Sec master ?
IDE-3 means Sec slave ?

try uninstalling a few unnecessary programs then click start run type cmd then type chkdsk/r/f which will scan for and attempt to fix any bad sectors and automatically fix any corrupt files on your hard drive this should schedule the task on restart then defragment your hard drive

The drive is connected to the USB port of a Toshiba Satellite L775D-S7340 via a Cables To Go USB 2.0 to IDE or SATA drive adapter, model # 30504. It was what came in a new Gateway desktop. I thought it was the BIOS beeping. When I removed the HDD from the PC, I discovered the beeps were actually coming from the HDD. One short beep, one long beep, and short pause and then repeats. Keeps repeating.
