The clock runs very fast it takes a minute to advance an hour, It starts stops and restarts, like it is searching for the right time and never finds it
It sounds like it is not finding the signal, put it near a window away from any electrical interference and leave it overnight when the signal is stronger.

The clock is searching for a strong enough radio signal from NIST station WWVB. When it can't lock on it, it gives up, moves the dial four hours, and goes to sleep to wait for better reception. Put the clock in a window facing towards Boulder, CO, overnight. (Radio propagation is better after dark.)

Your clock may need to receive a signal indicating the time change. You can try moving it to another room, or outside to see if it reads the signal. Mine didn't, so I removed the battery and reset the clock. It wasn't obvious how to do that and I didn't save the owner's manual but upon close inspection there was a tiny black button (that looks like where you would lift a cover for a battery) and pressing it allowed me to adjust to the correct time. It is a "Sharp" bought at Target a couple of years ago.

remove everything to get to the hands, remove the top hands only leaving the one, carefully apply crazy glue (tiniest sliver) to the hand where it meets the shaft. Adjust that hand for one minute after the current time. wait about 15 seconds between each hand. Apply the others remembering to set the others to the exact time. let it dry and you should be done.

The easiest way to reset it would be to change it to Eastern time - that will give you the correct Central DST.
