Its new out the box and the full charged green LED light came on since i plugged it in. I let it charge for 18 hours. When i take it off the charger it doesn't do anything, not even turn on.

It sounds like the push button fuse next to your charging plug. Push that in and try again. Otherwise it could be a wiring defect.

The batteries are dead. The battery in these scooter need to be kept
charged or if not in use for a long time charged every 3months.
Otherwise, like what to you, they will go dead. The chemicals in the
battery have deteriorated to the point where it won't hold a charge.

Yes the battery can go bad after so long of sitting. I would replace the battery.

We had the same problem that I found to have a very simple fix. It seems all that needed to be done was hold in the reset button a few seconds while the battery charger was plugged in and the light on the charger turned to red and the battery charged again. Seems like too easy of a fix but it worked for my kids scooter.
